Across Oman, AI projects are reaching the deployment stage faster than ever. A proof of concept impresses the leadership team. A vendor demonstrates a working model. An internal data science team delivers a prototype that produces promising results. The pressure to go live is immediate.
But deployment is not the finish line — it is the beginning of operational responsibility. And for most organisations, this is precisely where governance breaks down.
From Prototype to Production — Without a Plan
The pattern repeats across sectors: a model is moved into production without a documented deployment checklist, without defined performance thresholds, without a monitoring plan, and without a clear process for what happens when the model degrades or the business context changes. The team that built the model moves on to the next project. The system runs unsupervised. Months later, someone notices the outputs have drifted, but no one has the authority or the process to intervene.
This is what the 7-Pillar AI Governance Model calls a "Level 1 — Ad Hoc" state in Pillar 4 (Deployment): AI systems are live, but their lifecycle is unmanaged.
What Governed Deployment Looks Like
A mature deployment practice establishes four disciplines. First, a deployment readiness review — a documented gate that every AI system must pass before going live, covering technical validation, bias testing, security assessment, and stakeholder sign-off. Second, continuous monitoring — automated tracking of model performance against defined metrics (accuracy, fairness, drift indicators), with alerts when thresholds are breached. Third, change management — a governed process for updating, retraining, or replacing models, including version control, rollback procedures, and impact assessment for changes to training data or model architecture. And fourth, decommissioning — a defined end-of-life process that includes archiving model artefacts, documenting lessons learned, and ensuring that downstream systems and users are notified and transitioned.
The National Dimension
The MTCIT 2025 General Policy explicitly addresses the operational phase of AI systems, requiring ongoing human oversight, periodic review, and the ability to override or suspend automated decisions. For government entities deploying AI in citizen-facing services, this means deployment is not a one-time technical event — it is a continuous governance obligation. Organisations pursuing ISO/IEC 42001 certification will need to demonstrate a complete AI system lifecycle, from design through deployment to retirement, with documented controls at each stage.
The Cost of Waiting
Organisations that deploy AI without lifecycle governance face three compounding risks. Performance degradation: models trained on historical data drift as the world changes — customer behaviour shifts, regulations evolve, market conditions fluctuate — and without monitoring, the organisation does not know until the damage is visible. Regulatory exposure: under both the PDPL and the MTCIT policy, organisations must be able to demonstrate oversight of automated decision-making systems, not merely at launch but throughout their operational life. And institutional fragility: when the team that built a model leaves or moves on, and no documentation, monitoring, or handover process exists, the organisation is running a system it no longer understands.
The fourth pillar of the 7-Pillar AI Governance Model exists because deployment is not an event — it is a commitment. Strategy gives AI direction. Accountability assigns ownership. Intelligence ensures the foundation is sound. Deployment governs the machine in motion.
