Every AI system is only as reliable as the data it consumes. In Oman, organisations are feeding machine learning models with historical records, customer databases, operational logs, and third-party datasets — often without asking fundamental questions about quality, provenance, or bias.
Government entities are training models on decades-old administrative data. Financial institutions are using credit histories that reflect legacy biases. Healthcare providers are deploying diagnostic tools trained on populations that may not represent Omani demographics. In each case, the AI appears to be working — until it produces an outcome that cannot be explained or defended.
Data Without Governance
The most common pattern is familiar: data exists in abundance, but no one owns its quality. Databases contain duplicate records, inconsistent formats, and undocumented transformations. Training datasets are assembled by whoever needed them first, with no record of how they were filtered, labelled, or validated. Sensitive personal data flows into AI pipelines without clear consent mapping or retention policies.
This is what the 7-Pillar AI Governance Model calls a "Level 1 — Ad Hoc" state in Pillar 3 (Intelligence): data is available, but its integrity is unmanaged.
What Real Intelligence Governance Looks Like
A mature approach to the intelligence pillar establishes four capabilities. First, data quality standards — documented rules for accuracy, completeness, consistency, and timeliness that apply to every dataset used in AI training or inference. Second, lifecycle management — clear policies governing how data is collected, stored, transformed, used, archived, and deleted, with audit trails at each stage. Third, ethical data sourcing — documented procedures ensuring that training data is obtained with appropriate consent, that bias assessments are conducted before model training, and that sensitive attributes are identified and handled according to policy. And fourth, knowledge management — the organisational capability to capture, share, and reuse lessons learned from AI deployments, model performance reviews, and governance decisions.
The National Dimension
Oman's Personal Data Protection Law (Royal Decree 6/2022) places specific obligations on data quality. Controllers must ensure personal data is accurate, up to date, and relevant to the purpose of processing. The law also establishes data subject rights — access, correction, deletion — that require organisations to know exactly what data they hold and where it flows. For AI systems, this means every training dataset and inference pipeline must be traceable back to a lawful basis and a documented quality standard. The MTCIT 2025 General Policy reinforces these requirements by mandating transparency in how AI systems use data, particularly in public-facing services.
The Cost of Waiting
Organisations that treat data as a technical concern rather than a governance priority face three escalating risks. Compliance: under the PDPL, processing inaccurate or excessive personal data without proper controls is a regulatory violation, not merely a data-quality issue. Model failure: AI systems trained on unaudited data produce unreliable outputs — biased decisions, inaccurate predictions, unexplainable recommendations — that erode trust and create liability. And strategic blindness: without knowledge management practices, organisations repeat mistakes, lose institutional learning when staff change, and cannot demonstrate to regulators or boards that their AI systems are improving over time.
The third pillar of the 7-Pillar AI Governance Model exists because intelligence is not about having data — it is about having data you can trust, explain, and defend. Strategy gives AI direction. Accountability assigns ownership. Intelligence ensures the foundation is sound.
